La Région Normandie et la Banque des Territoires proposent un accompagnement sous forme de prêt à taux zéro pour renforcer la trésorerie des associations, entrepreneurs et petites entreprises dont l’activité est impactée par la crise sanitaire et qui n’ont pas pu accéder à un prêt bancaire ni aux autres outils d’accompagnement proposés par l’Etat, la Région ou les autres collectivités.
Critères d’éligibilité des entreprises :
- Etre constituées sous statut de société
- Employant a minima 3 salariés au maximum 10
- Etre immatriculées en Région Normandie
- Etre dépendantes dans la mesure où elles n’ont pas de lien capitalistique direct avec une ou plusieurs sociétés, sauf si l’effectif total cumulé des différentes structures concernées ne dépasse pas 10 salariés
- Avoir une part significative des recettes (perte de 30% ou plus du CA au cours du mois de mars 2020 ou sur les 60 jours précédant le dépôt de la demande) affectée par des circonstances directement imputables à la crise sanitaire, ou ayant directement fait l’objet d’une mesure de fermeture administrative en raison de leur activité
- Ne pas avoir bénéficié d’un prêt bancaire « spécifique à la période » de type Prêt Garanti par l’Etat ou tout autre dispositif de prêt ; ou ne pas être éligibles aux mesures d’accompagnement proposées par la Région sous forme de prêt rebond via Bpifrance (en raison de leur activité, de leur statut, de leur situation financière et/ou de l’incapacité à obtenir un concours bancaire suffisant au regard de leur besoin en fonds de roulement)
Critères d’éligibilité des associations :
- Avoir un siège situé en Région Normandie
- Employer entre 1 et 20 salarié(s)
- Exercer des activités marchandes
- Avoir une part significative des recettes (perte de 30% ou plus du CA au cours du mois de mars 2020 ou sur les 60 jours précédant le dépôt de la demande) affectée par des circonstances directement imputables à la crise sanitaire, ou ayant directement fait l’objet d’une mesure de fermeture administrative en raison de leur activité
- Ne pas avoir bénéficié d’un prêt bancaire « spécifique à la période », ni être éligible aux solutions de financement spécifiquement dédiées à la crise du COVID-19 opérées via France Active (en raison de leur activité, de leur statut, de leur situation financière et/ou de l’incapacité à obtenir un concours bancaire suffisant au regard de leur besoin en fonds de roulement)
Il s’agit d’un prêt avec un taux maximum jusqu’à 100% du besoin en fonds de roulement, dans la limite des plafonds ci-dessous :
- Plafond (hors bonification) : 15 000€ pour les entreprises, et jusqu’à 30 000€ pour les associations
- Plancher : 5 000€
- Bonification des domaines d’activités suivants : activités touristiques, café/hôtel/restaurant, centres équins, secteur horticole, agriculture et pêche. Cette bonification permet d’augmenter le montant de l’aide régionale au-delà des plafonds mentionnés ci-dessus à hauteur de 5 000€ supplémentaires, c’est-à-dire d’atteindre 20 000€ pour les entreprises et 35 000€ pour les associations
